Biosurveillance Senior Scientist

Position Description:
Kalman & Compnay, Inc. is seeking a Biosurveillance Senior Scientist for a contingent opportunity in support of the National Biosurveillance Integration Center (NBIC) for the DHS Countering Weapons of Mass Destruction (CWMD). The successful candidate will provide operational and analytical scientific and technical expertise in support of NBIC’s core biosurveillance mission. The position is located in Washington, D.C. on client site. Successful candidates must have the ability to pass a DHS Suitability Check and obtain a Security Clearance.

Specific Duties:
  • Conduct operational scientific and technical analysis in support of National biosurveillance
  • Lead the development of a variety of analytic biosurveillance decision support products that meet National decision makers’ and stakeholders’ requirements
  • Perform the functions of a technical expert in support of major biosurveillance programs or system development activities.
  • Apply scientific expertise in defining and resolving system issues, performing analysis, and developing plans and requirements for further analysis
  • Coordinate and manage the preparation of analysis, evaluations, and recommendations within CWMD biosurveillance products in support of federal personnel
  • Consistently assess stakeholder feedback and provide recommendations to improve, update, or revise NBIC products and services
  • Brief leadership on recommended changes and work to implement all approved changes in a timely manner
  • Support new and ongoing analytical development projects to advance the capability of the Center and assist with the agile cycle development process for generating user level requirements
  • Produce and deliver all NBIC reports and products to include but not limited to:
    • Biosurveillance Event Reports (BER)
    • Spot Reports
    • Requests for Information (RFIs and Ground Truth Queries)
    • Responses to Requests for Information
    • Daily Sit Reps
    • Daily Monitoring List
    • Special Event Reporting
    • Disease Specific Reports (ex. Ebola products)
    • Biosurveillance Intelligence Highlights1030 Analyst Call Area of Responsibility (AOR) Brief-out by the designated schedule as prescribed by the operations and analysis (O&A) Operations Section Chief or designee

Minimum Required Education/Qualifications:
  • Master’s degree in a scientific, engineering, medical, veterinary, or public health field
  • Ability to obtain high-level clearance and DHS suitability clearance
  • 6+ years of experience in scientific, engineering, medical, veterinary, or public health field such as biology, chemistry, biochemistry, bacteriology, virology, epidemiology, toxicology, immunology, environmental science or engineering, physics, mathematics, geology, or other related discipline
  • Must have at least 4 years of experience providing direct or consultant scientific support to major programs or system development efforts related to biosurveillance
  • Experience directing and conducting program technical reviews with government clients
  • Demonstrated ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relations
  • Experience working with senior governments officials
  • Experience working in a fast-paced programmatic and analytical environment
  • 5 + years working in an agency or department level headquarters

Preferred Education/Qualifications:
  • Doctor of Philosophy degree in a recognized engineering, scientific, technical, or related discipline
  • Active high-level clearance (current DHS Suitability preferred)
  • Knowledge and experience in CBRN material as well as an understanding of the hazards associated with their manufacture, transport and use
